Monrovia's Mayor is elected independently of the City Council for two-year terms. Mayor Lutz was elected to the post in 2009 and re-elected in 2011. She previously served a four-year term on the City Council in 2003 and was named Mayor Pro Tem in 2005 and re-elected to City Council in 2007.
Mayor Lutz's assignments include representative to the San Gabriel Valley Council of Governments; representative to the Gold Line Phase II Joint Powers Authority; representative to the Los Angeles County Sanitation Districts; liaison to the Monrovia Unfiied School District; liaison to the Library Board; liaison to the Youth Employment Service (YES!) program; membership in the U.S. Conference of Mayors and participation in the Adult School/ROP and Santa Fe Middle School Adopt-a-School programs.

Councilmember Tom Adams
Councilmember Tom Adams was elected to his first term on the City Council in 1994 after serving a term on the Monrovia Planning Commission and was re-elected in 1999, 2003, 2007, and 2011. He was named Mayor Pro Tem in 2009.
Adams was born in Monrovia and has lived his entire life in the San Gabriel Valley. He owns and operates the Adams & Barnes family of companies, with offices in Monrovia and Glendora, dealing with real estate sales and leasing, property management, escrow and mortgage operations.
Adams is active in the community, serving in a variety of volunteer positions over the years, including president of the Monrovia Rotary Club, the Monrovia-Duarte Board of Realtors and the Santa Anita Family YMCA.
Mayor Pro Tem Adams' assignments for the current term include serving as liaison to the Monrovia Chamber of Commerce Board and Government Affairs Committee; representative to the Independent Cities Association; alternate representative to the Independent Cities Risk Management Authority; liaison to the San Gabriel Valley Economic Partnership, and participation in the Mayflower Elementary School Adopt-a-School program.

Mayor Pro Tem Joe Garcia
Mayor Pro Tem Garcia was first elected to a four-year term in 1996 and reelected in 2001, 2005 and 2009. He was named Mayor Pro Tem in 2011.
Councilmember Garcia's assignments include representative to the League of California Cities, liaison to the Historic Preservation Commission; alternate representative to the City Selection Committee, Los Angeles County Sanitation District, Foothill Workforce Investment Board and the Gold Line Pahsse II Joint Powers Authority; and participation in the Monrovia High School Adopt-a-School program.

Councilmember Clarence R. Shaw
Councilmember Shaw was elected in 2009. Prior to serving on city council, Shaw was elected to the Monrovia Unified School District’s Board of Education in 2005 where he served as Board Vice-President and Board Clerk.
Shaw, a career public servant, is employed by the County of Los Angeles as a Human Services Administrator. He received his Bachelor of Arts degree in Political Science from the University of Arkansas at Pine Bluff and earned a Masters degree in Public Administration from California State University. Shaw has two children attending Monrovia schools. He is a Battalion Training Officer in the U.S. Army Reserves and served as a Company Commander during Operation Iraqi Freedom 2003-2004.
Council assignments include liaison to Community Media of the Foothills, Council liaison to the Planning Commission and the Youth Employment Service (YES!) program, alternate representative to Animal Control, the Independent Cities Association, the League of California Cities and the Southern California Association of Governments; and participation in the Monroe Elementary School Adopt-a-School program.

Councilmember Becky A. Shevlin
Councilmember Shevlin was appointed in 2009 and elected to a four year term in 2011.
Shevlin has called Monrovia home for the past 21 years. She has served on the Community Services Commission 11 years, chairing the Commission for three years and working on various subcommittees, including Art in Public Places, Metro Gold Line Foothill Extension Station Design Art Review Committee and Hillside Wilderness Preserve.
Shevlin has been on the Coordinating Council for 10 years and served in all the executive positions. She has served on the Monrovia Reads and the Chamber of Commerce Boards of Directors and is a past president of the Foothill Unity Center Auxiliary.
Council assigments include representative to the Monrovia Old Town Advisory Board; Council liaison to the Community Services Commission; representative to the Foothill Workforce Investment Board; representative to the Southern Calfironia Council of Governments and Foothill Transit; and alternative representative to both the San Gabriel Valley Economic partnership and teh San Gabriel Valley Council of Governments. She also participates in the Clifton Middle School Adopt-a-School program.
Larry Spicer was appointed as Interim City Council Member on December 20, 2011 to temporarily fill the seat of Council Member Clarence Shaw who was called to active duly July 2011.
Spicer was born and raised in Monrovia, serving his country in the United States Army. Mr. Spicer is a graduate of the Monrovia Area Partnership Leadership Academy and serves as a Watch Dog Dad for Bradoaks Elementary, a Peace on Patrol Parent for Clifton Middle School and Monrovia High School, serves as a board member of the Community Mediation Team, American Red Cross. He is the Vice President of the Duarte Hawks football and cheerleading programs and a board trustee for Second Baptist Church in Monrovia. Most recently he was appointed and served as the Vice Chair of the Monrovia Planning Commission.

City Clerk Alice Atkins
Alice Atkins was appointed City Clerk on October 20, 2009, to fill the unexpired term of Linda Proctor ending in 2013.
Atkins was hired at the City of Monrovia in 2000 and began working in the Office of the City Clerk in March 2001. She was named Deputy City Clerk in 2005, completed the Technical Track for Clerks through the University of California, Riverside Extension in March 2006, and received the Certified Municipal Clerk (CMC) designation from the International Institute for Municipal Clerks in October 2007.

City Treasurer Steve Baker
City Treasurer Steve Baker was elected to his post in 2005 and re-elected in 2009. He has also served for many years as the community's official City Historian.
